The shadow fleet, also known as the dark fleet, refers to a group of tankers and support vessels that rely on deceptive shipping practices to move sanctioned or high-risk commodities while concealing their true origin, ownership, or destination. This ecosystem expanded rapidly following the start of the Russia-Ukraine war, giving rise to a new class: the grey fleet – vessels that exhibit Russia-linked risk indicators but are not formally sanctioned.
