Mass Rescue Operations

The IMRF’s fifth Mass Rescue Operations Subject-Matter Expert (MRO SME) Course took place from 18–20 June 2025 in Gothenburg, Sweden, immediately following the G6 Conference. The course brought together 14 participants and 4 facilitators from 11 countries, representing a wide range of organisations including coast guards, volunteer maritime rescue services, and commercial operators.  

Hosted at Chalmers University of Technology’s Lindholmen campus, the course offered participants a unique opportunity to deepen their knowledge of mass rescue operations. Delivered by a team of experienced international instructors, the training focused on the planning, coordination, and execution of large-scale rescue efforts where resources are likely to be stretched beyond normal capacity. 

Through case studies, scenario-based training, and collaborative exercises, attendees explored key challenges and best practices in managing MROs. The programme was designed to encourage active engagement, with participants sharing real-world insights during group work and discussions. 

Topics included MRO planning and preparedness, on-scene coordination, landing site management, stakeholder collaboration across agencies, survivor care and psychological support, and managing uncertainty and operational complexity. Participants also worked with the newly updated IMRF MRO Guidance 

Participants included individuals with direct experience in major SAR incidents, bringing real-world insight into the course content. The level of expertise and knowledge-sharing among the participants was remarkable, with rich conversations on the challenges, innovations, and lessons learned from past MROs. 

The course was led by international experts including Clay Evans (Canadian Coast Guard, ret.), who led the update of the IMRF MRO guidance; Matthew Fader from the Swedish Sea Rescue Society; and Fredrik Forsman from Chalmers University. The instructors brought together experience from across the SAR sector to help attendees develop the confidence and competence required for leading MROs. 

This course supports the IMRF’s continued mission to strengthen global search and rescue capabilities and enhance international cooperation in response to high-risk, high-impact emergencies.
